Bhutan with 166.2 billion debt. Is Bhutan in dangerzone?

Bhutanese are very concerned of the debt nu 166.2 million that PDP has made this year making Bhutan the worst country in terms of debt management as compared to the SAARC country.

In total we have nu 166.2 billion debt (112.87 debt as % of GDP) in which 
hydro power debt is NU 129.9 billion and 
Non-hydro power debt NU 36.3 billion.

The government has diverted most of the loans to the hydro power projects for the construction Mangdechu, Punatsangchu, Kholongchu and Nikkachu.

At Punatsangchu, government is carrying out two hydro power project named Punatsangchu1 and Punatsangchu2.
Mangdechu, Punatsangchu and Kholongchu hydropoer projects are way to completion and once they are commisioned, it can bring about NU 40 billion revenue per year.

The government has also paid alomost most of the rupee loan that was taken dor the short term consumption.
